According to Wikipedia, the Lagos State Government in the early 60s set up Satellite Town. Satellite Town was to help low-income earners own their own houses. Likewise, the government allocated some properties to oil workers and private buyers. Some of the estates in the town include the Central Bank of Nigeria (CBN) estate, Chevron estate, as well as the Daily Times of Nigeria estate.
